1. Background
Hapa Space Innovation Hub is a Ghana-based innovation and entrepreneurship support organization implementing projects aimed at strengthening digital adoption, skills development, and economic inclusion, particularly among women-led Micro, Small, and Medium Enterprises (MSMEs).
As part of its programming, Hapa Space is implementing the Radio for Digital Adoption Campaign (R4DAC), a multi-channel intervention designed to promote digital awareness, adoption, and practical digital skills among MSMEs. The project combines:
- Radio-based digital adoption campaigns, and
- In-person digital skills training sessions for selected MSMEs.
To ensure accountability, learning, and evidence-based decision-making, Hapa Space seeks to engage a qualified Monitoring and Evaluation (M&E) Consultant or Consulting Firm to design and implement an independent M&E function for the R4DAC project.
The purpose of this assignment is to provide comprehensive Monitoring and Evaluation services that will:
- Track implementation progress against planned activities
- Measure outputs, outcomes, and early impact of project interventions
- Ensure data quality, credibility, and donor compliance
- Generate actionable insights to support learning and adaptive project management
- Support accountability to stakeholders and funders
The M&E Consultant/Firm will be responsible for designing and implementing an M&E system covering two core intervention streams and cross-cutting project requirements.
3.1 Monitoring and Evaluation of Radio-Based Digital Adoption Campaign
The M&E assignment shall cover radio programmes implemented under the R4DAC project, which involve expert-led discussions on digital adoption.
Key responsibilities include:
- Developing indicators to measure:
- Number of radio sessions conducted versus planned
- Topics delivered and alignment with project objectives
- Audience reach and engagement (e.g. call-ins, questions, feedback)
- Designing tools to monitor radio sessions and audience interaction
- Assessing the quality, relevance, and clarity of digital adoption messages
- Reviewing session summary reports submitted by experts
- Analysing the contribution of radio programming to digital awareness and adoption among women-led MSMEs
- Producing periodic analytical reports on findings and lessons learned
3.2 Monitoring and Evaluation of In-Person Digital Skills Training
The M&E Consultant/Firm shall monitor and evaluate in-person digital skills training delivered to MSMEs under the project.
Responsibilities include:
- Designing baseline and pre-training assessment tools
- Supporting or reviewing post-training assessments to measure learning outcomes
Tracking:
- Number of trainings conducted
- Attendance and participant profiles (including gender disaggregation)
- Completion rates
- Assessing training quality, relevance, and facilitation effectiveness
- Collecting and analysing participant feedback
- Verifying monthly progress and completion reports
- Measuring outcomes related to digital skills acquisition and application by MSMEs
3.3 Cross-Cutting M&E Responsibilities
Across both intervention streams, the Consultant/Firm will:
- Develop an M&E framework / results matrix aligned with project objectives
- Define clear output and outcome indicators
- Establish data collection, verification, and storage protocols
- Ensure data quality assurance and confidentiality
- Produce consolidated M&E reports (monthly, quarterly, and/or endline as agreed)
- Generate learning briefs and recommendations for project improvement
- Support donor-compliant reporting and audit readiness
The expected deliverables include, but are not limited to:
- M&E framework and indicator matrix
- Data collection tools (surveys, monitoring templates, assessment tools)
- Periodic monitoring reports (as agreed with Hapa Space)
- Analytical outcome and learning reports
- Final M&E report summarizing results, lessons learned, and recommendations
The M&E assignment will run in alignment with the R4DAC project implementation period, covering radio programming and in-person trainings, with exact duration and reporting frequency to be agreed upon during contract negotiation.
6. Required Qualifications and Experience
- Degree in Monitoring & Evaluation, Development Studies, Statistics, Social Sciences, or related field
- Minimum of 3 years’ experience in M&E for NGO or donor-funded projects
- Demonstrated experience in skills development, MSME support, or digital inclusion projects
- Strong analytical, reporting, and data management skills
- Legally registered firm with proven M&E expertise
- At least 3 years of organizational experience in project M&E
- Demonstrated capacity to manage field data collection and analysis
- Experience with donor-funded or grant-supported projects

9. Confidentiality and Data Ownership
All data, reports, and materials produced under this assignment shall remain the property of Hapa Space Innovation Hub. The Consultant/Firm shall maintain strict confidentiality of all project and participant information.
