The Youth Innovation Circles (YIC) programme, supported by UNDP, is calling for proposals from qualified consultants or firms to support the development of a Blueprint Guide and a Monitoring, Evaluation, and Learning (MEL) Framework for the 2025 implementation cycle.

YIC is committed to supporting atypical young innovators, particularly women and youth in rural and peri-urban areas. The programme equips these individuals with mentorship, training, access to maker spaces, and support to build scalable innovations. To ensure our interventions are adaptive and impactful, we are seeking the services of a specialist to guide both strategy and performance assessment.


Assignment Components:

1. Blueprint Guide Development

  • Conduct a needs assessment to define relevant methodologies and tools
  • Create a structured, step-by-step guide for innovation hubs
  • Document best practices and real-world case studies

2. MEL Framework Design

  • Develop performance indicators for training and mentorship
  • Create data collection and reporting tools
  • Train YIC staff on MEL processes and implementation
  • Establish adaptive learning feedback loops

Expected Deliverables:

  • Finalised Blueprint Guide
  • Structured MEL Framework with KPIs and tools
  • Training session for YIC staff
  • Final report detailing findings and recommendations

⏳ Duration:

The assignment will run for 8 weeks, starting immediately upon contract signing.


Who Can Apply:

We welcome applications from individuals and firms with the following:

  • A Master’s degree in Development Studies, Monitoring & Evaluation, Innovation Support, or a related field
  • At least 5 years of experience in programme evaluation and business incubation
  • Strong track record in research, training, and framework development
