Radio for Digital Adoption Campaign (R4DAC)
1. Background
Hapa Space Innovation Hub is a Ghana-based innovation and entrepreneurship support organisation implementing projects aimed at strengthening digital adoption, skills development, and economic inclusion, particularly among women-led Micro, Small, and Medium Enterprises (MSMEs).
As part of its programming, Hapa Space is implementing the Radio for Digital Adoption Campaign (R4DAC), a multi-channel intervention designed to promote digital awareness, adoption, and practical digital skills among MSMEs. The project combines:
- Radio-based digital adoption campaigns; and
- In-person digital skills training sessions for selected MSMEs.
To ensure accountability, learning, and evidence-based decision-making, Hapa Space seeks to engage a qualified Monitoring and Evaluation (M&E) Consultant or Consulting Firm to design and implement an independent M&E function for the R4DAC project.
2. Purpose of the Assignment
The purpose of this assignment is to provide comprehensive Monitoring and Evaluation services that will:
- Track implementation progress against planned activities
- Measure outputs, outcomes, and early project impact
- Ensure data quality, credibility, and donor compliance
- Generate actionable insights for adaptive project management
- Support accountability to stakeholders and funders
3. Scope of Work
The M&E Consultant/Firm will design and implement an M&E system covering two core intervention streams and cross-cutting project requirements.
3.1 Monitoring and Evaluation of Radio-Based Digital Adoption Campaign
Key responsibilities include:
- Developing indicators to measure:
- Number of radio sessions conducted versus planned
- Topics delivered and alignment with project objectives
- Audience reach and engagement (call-ins, questions, feedback)
- Designing tools to monitor radio sessions and audience interaction
- Assessing the quality, relevance, and clarity of digital adoption messages
- Reviewing session summary reports submitted by experts
- Analysing the contribution of radio programming to digital awareness and adoption among women-led MSMEs
- Producing periodic analytical reports on findings and lessons learned
3.2 Monitoring and Evaluation of In-Person Digital Skills Training
Responsibilities include:
- Designing baseline and pre-training assessment tools
- Supporting or reviewing post-training assessments
- Tracking:
- Number of trainings conducted
- Attendance and participant profiles (including gender disaggregation)
- Completion rates
- Assessing training quality and facilitation effectiveness
- Collecting and analysing participant feedback
- Verifying monthly progress and completion reports
- Measuring outcomes related to digital skills acquisition and application
3.3 Cross-Cutting M&E Responsibilities
The Consultant/Firm will:
- Develop an M&E framework and results matrix
- Define clear output and outcome indicators
- Establish data collection, verification, and storage protocols
- Ensure data quality assurance and confidentiality
- Produce consolidated M&E reports (monthly, quarterly, and endline)
- Generate learning briefs and recommendations
- Support donor-compliant reporting and audit readiness
4. Key Deliverables
Expected deliverables include:
- Inception report with methodology and workplan
- M&E framework and indicator matrix
- Data collection tools and templates
- Periodic monitoring reports
- Analytical outcome and learning reports
- Final M&E report
5. Duration of the Assignment
The assignment will run from July 2025 to March 2026, aligned with the implementation period of the R4DAC project. Reporting frequency and milestones will be agreed during contract negotiation.
6. Required Qualifications and Experience
For Individual Consultants:
- Advanced degree in Monitoring & Evaluation, Development Studies, Statistics, Social Sciences, or related field
- Minimum of five (5) years’ experience in M&E for NGO or donor-funded projects
- Experience in digital inclusion, MSME support, or skills development projects
- Strong analytical, reporting, and data management skills
For Consulting Firms:
- Legally registered firm with proven M&E expertise
- At least five (5) years of organisational experience in project M&E
- Capacity to manage field data collection and analysis
- Experience with donor-funded or grant-supported projects
7. Proposal Submission Requirements

Financial Proposal, including:
- Detailed budget and cost breakdown
- CV(s) of key personnel
- Company profile (for firms) or portfolio of relevant work
8. Evaluation Criteria
Proposals will be evaluated based on:
- Technical approach and understanding
- Relevant experience and qualifications
- Methodological soundness
- Cost-effectiveness and value for money
9. Confidentiality and Data Ownership
All data, reports, and materials produced under this assignment shall remain the property of Hapa Space Innovation Hub. The Consultant/Firm shall maintain strict confidentiality of all project and participant information.
